Bob Dole has been a long-standing advocate for comprehensive campaign finance reform. In 1990, he first proposed the creation of a bipartisan commission to develop reform proposals. He has subsequently introduced legislation that would ban contribution by Political Action Committees, restrict fundraising out-side a candidate's own state, prohibit 'franked' mass mailing a full year before an election, ban the practice of 'bundling' contributions and allow political parties to provide 'seed' money for opponents of incumbents.
